Information for prospective purchasers, vendors, solicitors and estate agents

We are frequently asked to provide information for those buying or selling houses in Barnmead Road and this page is designed to assist in that process.

Barnmead Road is a private street, but is also a public highway and access for vehicles and pedestrians, obviously including residents, is guaranteed. Barnmead (Cator Estate) Residents Limited is a limited company which owns the freehold of the road.  All homeowners are entitled to purchase a £5 share in the company. Departing residents are required to give up their shares. Share-holding residents leaving the street should arrange for their shares to be transferred to incoming residents. The relevant stock transfer forms should be sent to the Company Secretary, as detailed on the street contacts page.  A Street Committee is elected each year at the company’s annual general meeting.  Four company directors and other committee members manage the road on behalf of the residents.

The prime objective of the committee is to maintain the road surface, but other matters such as lighting, the maintenance of trees and planters, weeding and litter control are also managed by the committee. Programmes to improve the road are undertaken as funds permit,  e.g. kerbstone replacement begun in 1997 and environmental improvements currently under investigation.

The limited company produces an annual set of audited accounts and these are available on making the normal enquiries at Companies House. As usual, the company’s Certificate of Incorporation and Memorandum and Articles of Association are also available from this source. Copies of this and other information (e.g. budgets) are available from the Treasurer, at an administrative charge of £100.

The company’s work is funded from an annual road charge paid by residents. This charge is set each year at the company’s Annual General Meeting (currently in September/October). A proposed road charge per property is put forward by the committee and voted on by the meeting. At the time of writing, the road charge is £145 per property, due by 31 January annually. This sum is discounted to £135 if received by 31 December annually.  Should you move into the road part-way through the year, you will ordinarily be expected to pay your share of the road charge.  This will usually be resolved between the purchaser and the vendor and not at the expense of the Company.

The road is a conservation area and is subject to an Article 4 directive relating to planning permission. The council has provided residents with conservation information that is specific to the road itself.
